Sr. Business Analyst_ preferred experience with Government and pension/retirement system, CBAP or CCBA
Description

This role is for a Senior Business Analyst with detailed knowledge of, and experience with, business analysis techniques supporting data center migration, large software development and COTS product implementation projects. Responsibilities will include analysis of business needs; leading requirements gathering efforts; documentation of high-level and detailed business and technical requirements; development of business use cases; leading software evaluation efforts; development of procurement documentation such as Requests for Proposals (RFP), Requests for Offers (RFO) and Statements of Work (SOW); development of project plans and schedules; and mentoring of state staff in advanced business analysis techniques.

Responsibilities
  • Perform analysis for data center migration, application design and office workflow automation for custom and commercial-off-the-shelf (COTS) products
  • Evaluation of COTS products
  • Provide coaching and training to customers to maximize effectiveness of requirements phase of each project
  • Recommend refined solutions for requirements management methodology.
  • Provide peer reviews of requirements deliverables
  • Mentor less experienced business analysts to support consistency and advancement of team skills
Qualifications

Minimum Qualifications:

At least seven (7) years of experience within the last ten (10) years working as a Business Analyst with large organizations, leading or participating in the technical implementation of software/systems/applications automating complex business processes, performing the following:

  • Assessment of analysis scope and tasks
  • Planning business analysis tasks
  • Facilitating joint application design (JAD) and/or collaborative design sessions
  • Elicitation, definitions and documentation of various business, user, and system requirements
  • Analysis for business process improvement, application design and workflow automation
  • Modeling and documenting functional designs
  • Leading and working within cross-functional teams that include business subject matter experts, application architects, developers, and testers;

At least seven (7) years of experience within the last ten (10) years producing business analysis deliverables such as:

  • Business requirements and business rules
  • Functional requirements and/or functional specifications
  • Non-functional requirements
  • Stakeholder requests
  • Procurement documentation
  • Transition plans and/or implementation requirements
  • Traceability matrices; and

At least three (3) years of experience using Application Lifecycle Management tools such as HP ALM, Rational Requisite Pro, or Jama to document functional and non-functional requirements, design specifications, test cases and defects, and provide full traceability for projects.

 

Desirable Qualifications:

  • Experience with State or Federal agency;
  • Experience with pension/retirement-related software development projects;
  • IIBA Certified Business Analysis Professional (CBAP or CCBA).
  • Experience in data center migration projects
