CA Dept. of Corrections and Rehabilitation (CDCR)

CDCR is the 3rd largest law enforcement agency in the United States behind the U.S. Customs and Border Protection (CBP) which is an arm of Dept of Homeland Security (DHS), and New York City Police Department. As of 2013, CDCR employed approximately 24,000 peace officers (state correctional officers), 1,800 state parole agents, and 150 criminal investigators.

Communications Technology Solution Implementation

CDCR has various types of correctional facilities and field offices located throughout the State of California. This encompasses a population of approximately 125,000 inmates/wards in custody. In addition, CDCR has responsibility for approximately 46,000 parolees throughout the state. CDCR’s mission is to facilitate the successful reintegration of the individuals in CDCR’s care back to their communities equipped with the tools to be drug-free, healthy, and employable members of society by providing education, treatment, rehabilitative, and restorative justice programs, all in a safe and humane environment. To this end, CDCR sought Communications Technology Solution (CTS) to allow additional means of communications that has been proven to increase family and community unification for its incarcerated individuals.Jails and prisons across the US are seeing the benefits of utilizing an electronic device (such as a tablets and kiosks) as it provides incarcerated individuals access to educational content, self-help, and cognitive behavioral therapy.
Lume CG provided Technical Project Management (TPM) consulting services by working closely with the CDCR Offender Communications unit, the CDCR Division of Adult Institutions (DAI) staff, OFS staff, Communications & Technology Solution (CTS) services provider, and the California Department of Technology (CDT) contract management team and/or stakeholders. In this contract, Lume CG managed the State's responsibilities and oversaw and managed the CTS service providers implementation of its solutions and services including directing project requirements definition (e.g., business requirements, site surveys, and technical requirements), design, build, test, documentation, training, installation, transition to M&O, and M&O for implemented sites.
CTS technology infrastructure and services started and continues to be implemented at CDCR facilities. Incarcerated people at the CDCR facilities where the CTS technology has been implemented are able to communicate with their loved ones through this secure technology. This is especially a valuable service during the pandemic which posed unprecedented challenges to the in-person visits.
