California Department of State Hospitals (DSH)

The California Department of State Hospitals (DSH) manages the nation’s largest inpatient forensic mental health hospital system. Its mission is to provide evaluation and treatment in a safe and responsible manner, seeking innovation and excellence in state hospital operations, across a continuum of care and settings. DSH is responsible for the daily care and provision of mental health treatment of its patients. DSH oversees five state hospitals located at Atascadero, Coalinga, Metropolitan – Los Angeles, Napa and Patton. In Fiscal Year 2016-17, DSH served 13,403 patients with an average daily census of 7,087.

Statewide Integrated Healthcare System

To ensure a continuum of medical care is available to patients when needed, it was critical for DSH to modify the way medical services outreach and contracting is performed to ensure a sustainable network of providers and hospitals are available for use by the State hospitals at fair and reasonable cost to the DSH. Due to the large volume and complexity of invoices and medical services provided, DSH needed an enterprise-level solution for health care needs of its patient population that includes a statewide Healthcare Provider Network, Third-Party Administration for Claims Processing, and a Prior Authorization System.
We assisted DSH with all phases in the development, preparation, and release of a Request For Information (RFI) that will lead to the acquisition of an Integrated Healthcare System for the DSH. Our effort included assisting in the preparation of a Budget Change Proposal (BCP) for submission in the Governor’s Budget.We interviewed with stakeholders across DSH to better understand business needs, map business processes, and develop business and technical requirements for RFI. Lume CG also coordinated and drafted responses to vendor questions, assisted DSH in the evaluation process, facilitated confidential discussions and negotiations, and provided analysis of alternative solutions to DSH. We assisted DSH with drafting the Scope of Work of the contract, administrative requirements, performance guarantees and performance measurements for systems and services to be procured.
This collaboration provided DSH with a market study and a viable solution along with some alternative options that can address their needs. We were able to introduce solutions that bring economies of scale through pricing, vendor support, system components, experience and shared resources.

Organizational Change Management

Department of State Hospital undergoes many changes that require the implementation of new or modified technology tools and products. This necessitates that the DSH’s Technology Services Division assess DSH’s readiness for organizational change and develop effective strategies for implementing changes as prescribed by the business/program unit.
Lume Consulting Group, as a subcontractor on this contract, conducted an Organizational Change Readiness Assessment through enterprise-wide surveys, stakeholder outreach and interviews, and identification and outreach to the change agents across DSH organizations. The readiness assessment followed with a gap analysis to identify gaps between the current state of the organizational change readiness and the desired state. Lume is continuing this effort to further assist DSH with developing and implementing strategies for managing changes to include communication, implementation, training and measuring success of the IT projects at DSH. This will include defining and prioritizing the change initiatives.
