Transforming California Department of Technology (CDT) with Organizational Change Management (OCM) Consulting

California Department of Technology (CDT) faced the formidable task of implementing organizational changes aligned with the statewide IT Strategic Plan Vision 2023, and Business Operating Model and Bridge to the Future 2023 (B2F23) Project. The department sought to navigate through internal strategic initiatives, overhaul IT governance, and adapt its business model to meet evolving needs. However, without a structured approach to change management, CDT risked encountering resistance, inefficiencies, and potential project delays.
Lume Consulting Group, acting as an OCM subcontractor to RMA Consulting, provided comprehensive OCM consulting services to support CDT's transformation initiative by assisting CDT in building adoption and support for sustainable enterprise Culture Statements (Vision, updated Mission, and newly developed Core Values) and strategic and operational goals and initiatives to enhance cross-organizational collaboration, minimize costs, maximize revenues, and enhance the overall customer experience with CDT serving in both support and oversight roles for state departments across California.Learn more about Organizational Change Management (OCM) here. We leveraged Prosci’s ADKAR methodology to assess, baseline, and monitor progress to achieve organizational readiness for the forthcoming organizational, operational, and process changes. Developed and implemented a Roadmap, Project Management and OCM Plans, a comprehensive OCM and Communications Toolkit with presentations, tools, techniques, and resources to support leadership with socializing the Culture Statements, garnering staff support, effectively managing resistance and ultimately implementing lasting change to support CDT in achieving their desired future state.
Through Lume Consulting Group and RMA Consulting’s concerted efforts, CDT witnessed improvements in internal capacity for change management, innovation, and continuous improvement.
